Ethics commissioner clears CAQ MNA for asking mayors for donations

The desire to raise financial contributions for an election campaign does not constitute a personal interest, the commissioner found.

QUEBEC — The National Assembly ethics commissioner has cleared Coalition Avenir Québec MNA Louis-Charles Thouin of any wrongdoing for solicitation messages to municipal elected officials in his riding.

Mignolet said the evidence gathered shows that the MNA’s desire to raise financial contributions for the next election campaign does not constitute a personal interest.

She also said the MNA was not exercising his duties when he sent his invitation.

Mignolet noted “a certain mixture of genres” between the functions exercised by the member of the legislature and the partisan activities in which he may be called upon to participate, but said she believes he has not crossed the line separating partisan activities from activities linked to the exercise of his office.
